Join us for a discussion of recent legislative activities related in health and updates on Medicaid expansion efforts from experts from the Florida Policy Institute and Florida Voices for Health. We’ll also dive into what to expect next, how to become involved in the process no matter where your organization is the continuum of policy work, and hear from fellow FHF members about their current efforts.
Holly Bullard, Chief Strategy & Development Officer

Holly spearheads FPI's fundraising, policy advocacy, coalition building, outreach and communications strategies. She also serves as education policy analyst. Holly previously served as senior director of Financial Stability Initiatives at United Way Suncoast, where she oversaw the planning and implementation of financial stability programs. Prior to that, Holly worked as legislative aide to Congressman Rubén Hinojosa, a senior member on the powerful House Financial Services Committee and Chair of the Congressional Hispanic Caucus. She served as his lead adviser on financial services and housing issues, with a focus on financial empowerment for low-income Americans. Before her work on Capitol Hill, Holly worked at the U.S. Department of Education and at United Way of Tucson and Southern Arizona. Holly has a master’s in public policy from Georgetown University and a Bachelor’s degree in Political Science from Emory University. She is proudly a product of Florida public schools and a daughter of Florida public educators. Scott Darius, Executive Director Florida Voices Scott Darius is the executive director at Florida Voices. With the help of an amazing team, he works on everything from strategic planning to working directly with statewide coalition partners on different campaigns and initiatives. During law school he was fortunate enough to intern for Florida CHAIN, a health advocacy organization. Due to the importance of the work around Medicaid and health care, he continued working on these issues at Florida Voices.
Anne Swerlick, Senior Policy Analyst Florida Policy Institute Anne has over 30 years of experience as a public interest attorney, focusing on health, economic and social justice issues. Prior to her employment with FPI, Anne served as policy director for Florida CHAIN, a statewide grassroots health advocacy organization promoting access to affordable and quality health care for all Floridians. Throughout most of her professional career, she has worked as a legal services attorney representing indigent clients throughout Florida on a broad range of poverty law issues. Anne received her B.A. from the University of Virginia and her J.D. from the University of Virginia School of Law. She was admitted to the Florida Bar in 1977.
