Included will be an exploration of how the property tax conversations may impact the education budget next year as well as in subsequent years.     Join fellow FPN members for a preview of the upcoming Florida Legislative Session with a focus on proposed legislation which will impact focus areas of FPN's member networks (Florida Education Funders, Florida Health Funders, Florida Environmental Resiliency Network and Civic Engagement Member Network) as well as legislation which may impact the philanthropic sector.

    We will also cover what will be the main themes of session; property tax reform and redistricting and have time for Q&A.

    Matthew Herndon

    Director of Government & Community Affairs

    After working in the Florida House of Representatives for over ten years, Matt Herndon is a seasoned legislative staffer and brings a wealth of expertise to the RSA team. Over the years, Matt’s work on countless pieces of legislation has spanned across almost every industry, and his experience drafting, submitting, analyzing, and researching legislation allows Matt to successfully navigate the political process and deliver results for clients.

    A resident of St. Petersburg, Matt maintains close relationships with the Pinellas County Delegation as well as local and federal policymakers. In his role at RSA, Matt works on policies such as affordable housing, workforce and early education, and food insecurity.

    Matt received a bachelor’s degree from the University of South Florida, and a Masters in Public Administration at the University of Central Florida, alongside a graduate certificate in Emergency Management and Homeland Security.

    Join us for our primary learning topic, "Potential Barriers to Economic Mobility – Child Care Costs and Benefits Cliffs" a deep dive into recent research from the Federal Reserve Bank of Atlanta, “Too Costly to Work? The Childcare Burden on Household Earnings” Senior author, Brittany Birken, Community and Economic Development Director and Principal Adviser, will discuss the research, the authors’ approach, results and provide an analysis of the findings. Dr. Birken has presented previously to the Florida Education Funders on the Benefits Cliff. This research is an extension of and builds upon that work.

    We will also be provided a preview of education legislation for the 2026 legislative session from RSA Consulting.

    Brittany Birken 

    Brittany Birken serves as a director and principal adviser for Community and Economic Development and co-leads the Atlanta Fed’s Center for Workforce and Economic Opportunity. In this role, Birken specializes in the identification of barriers and solutions to career advancement for low-income working families. Prior to joining the Atlanta Fed, she was a faculty member at the University of Florida’s College of Education. She has also served as the director of Florida’s Office of Early Learning and as chief executive of the Florida Children’s Council, the umbrella organization for children’s services councils.

    Birken has produced research used by business leaders and policymakers to develop strategies that improved economic outcomes for low-income working families with young children by fostering sustainable educational infrastructure for talent development. Birken is an affiliate of the University of Florida Anita Zucker Center for Excellence in Early Childhood Studies and a member of Leadership Florida. Florida Trend named her one of the Florida 500 Most Influential Leaders in the years 2021-2024. She is a recipient of the Federal Reserve Board's 2023 Janet L. Yellen Award for Excellence in Community Development. She holds a PhD from Florida State University.
