FPN is partnering with Economic Opportunity Funders as they host their Annual Budget and Tax Briefing to provide funders with a unique opportunity to learn why federal and state budget and tax work matters to national, state, and local philanthropy. During this briefing, participants learn about pressing policy developments, key battles and opportunities at the federal and state level, and emerging policy, communications, and organizing strategies to advance worker justice, social protections, and an economy that works for all.

Why federal budget and tax policy matters to state and local funders.

States get about one-third of their revenue from the federal government — funds that help pay for health care, schools, housing, roads, childcare, job training, and a range of other programs. Unlike the federal government, most states and localities must balance their budgets every year. Revenue growth and unprecedented federal aid will shape many upcoming legislative sessions as states determine funding priorities for the coming year. Policymakers will face critical choices on whether to prioritize tax cuts or investments that will support a robust recovery and reduce long-standing racial and economic inequities that the pandemic exposed and worsened.

Federal Budget and Tax Outlook & Preparing for the 2025 Tax Debates

This year presents opportunities to get ready for transitions both politically and with the expiration of the Tax Cuts and Jobs Act (TCJA) in 2025. Learn more about key battles and opportunities and what’s at stake and in play in 2024 and beyond.

    • Part 1 (35 minutes): Noted tax and budget policy expert Sharon Parrott will provide an overview of the key provisions in the federal budget, discuss current and upcoming budget and tax debates, and offer insights on the potential impact on struggling families, workers, and communities.
      1. Sharon Parrott, President, Center on Budget and Policy Priorities
    • Part 2 (55 minutes): A panel of experts will share how funders and the field are working together to build long-term power and achieve a racially and economically just tax system.
    1. Amy Matsui, Director of Income Security and Senior Counsel, National Women’s Law Center (invited, pending confirmation)
    2. Sarah Pray, Executive Director, Better Taxes for a Better America
    3. Amber Wallin, Senior Policy and Outreach Director, State Revenue Alliance

As the number of organizations in funder portfolios who are undergoing a leadership transition grows, many common practices of funders, including a "Wait and see" approach, are failing organizations just when they need extra support. Given the deeply destabilizing impact of transitions and the steep increase in volume of transitions, it is more important than ever that funders embrace transitions as a normal yet fragile part of the organizational life cycle. Further, funders can develop better strategies for supporting leadership transitions involving BIPOC leaders.

Join this values-driven and action-oriented session with Leading Forward to learn from social sector professionals who are leaning into trust- and leaning into change- with new strategies to support leaders who are leaving, leaders who are entering, and the board and staff who manage the change from old to new.

    Session take-always:

    • A framework and set of principles to rely on when building out grantmaking programs and cohorts related to leadership transitions for you grantees.
    • Deeper understanding of the unique challenges of BIPOC leadership transitions as well as the current context [large number of transitions, shorter tenures for leaders, etc.]
    • Practical considerations for how to approach conversations about leadership transitions with your grant partners.
    • Strategies and tactics for supporting organizations before, during, and after leadership transitions, particularly transitions involving BIPOC leadership.

This program is for members of the following philanthropy-serving organizations: Maryland Philanthropy Network, Council of New Jersey Grantmakers, Florida Philanthropic Network, Grantmakers of Western Pennsylvania, Wisconsin Philanthropy Network, and North Carolina Grantmakers.
